California budget proposals spark debate across education, energy, health sectors

The California state budget is under scrutiny as subcommittees evaluate proposals affecting various sectors. In education, Governor Newsom’s proposal to cut nearly $400 million from the Middle Class Scholarship program has raised concerns. Republican Senator Rosilicie Ochoa Bogh criticized the move, stating, “We have the Governor who’s proposing a reduction of nearly $400 million to the Middle Class Scholarship… We saw last week, the Governor also suggesting that we cut funding to the UC and the CSU, so overall, the message is actually not a pleasant one.” She emphasized her personal connection to education as a daughter of immigrant parents.

In energy discussions, Republican Senator Steven Choi advocated for reducing fire risks associated with electric lines. He proposed prioritizing mitigation projects like undergrounding transmission lines. Choi described wildfires as a “top priority” and urged focus on these projects for fire prevention and environmental protection.

Health and human services discussions included a proposal allowing the Department of Public Health to raise licensing fees without legislative approval. Senator Shannon Grove expressed opposition, stating, “I don’t think it’s a good idea to give blanket authority for fee increases.”

Homelessness remains a critical issue despite significant spending. The state has invested over $27 billion since Governor Newsom took office, yet homelessness continues to rise. Senator Roger Niello suggested focusing on self-sufficiency in homeless programs.

These proposals will be subject to votes in upcoming hearings.
