Kevin Kiley, U.S. Congressman representing California’s 3rd district, has used his social media platform to criticize Governor Gavin Newsom’s proposed changes to the state’s redistricting process and announced new legislation in response.

On August 5, 2025, Kiley posted on X: “Newsom is scheming to replace our state’s nonpartisan congressional map with his own hyper-partisan version and abolish the Citizens Redistricting Commission that our voters put in place. It is a uniquely corrupt plan and we won’t let him get away with it.”

Later that day, he wrote: “I’ve officially introduced legislation to stop Newsom’s plan to abolish the Citizens Redistricting Commission, seize its powers for himself, and wipe out the California Republican Party. I’m calling on House Leadership to bring it up for a vote and end this insanity.” On August 6, Kiley added: “I’ve introduced a bill to stop Newsom from blowing up democracy in California and to stop a redistricting war from causing chaos across the country. This should be an easy measure to support.”

Kiley has represented California’s 3rd District in Congress since 2023 after previously serving in the California State Assembly from 2016 to 2022. He succeeded John Garamendi as representative of the district. Born in Sacramento in 1985, Kiley resides in Rocklin and holds degrees from Harvard University (BA) and Yale University (JD).

The Citizens Redistricting Commission was established by California voters to create nonpartisan congressional maps. Newsom’s reported proposal would eliminate this commission and shift redistricting authority back toward partisan control—a move that Kiley claims could have broad political implications beyond state lines.
