Placer County asks residents for feedback on behavioral health services under new state act

Placer County has launched two online surveys to gather input from residents about mental health and substance use treatment services as part of planning under California’s Behavioral Health Services Act (BHSA). The initiative aims to collect feedback that will inform how the county aligns with new state requirements while addressing local needs.

The BHSA replaces the previous Mental Health Services Act (MHSA) and expands its focus. Unlike MHSA, which centered only on mental health, the new law prioritizes Medi-Cal patients with significant needs, such as those experiencing severe mental illness, substance use disorders, or chronic homelessness requiring housing support. Counties must now direct more funding toward specific categories defined by the state and meet certain outcome measures.

Julia Soto, chair of the Campaign for Community Wellness and acting BHSA coordinator, emphasized the importance of public participation: “Clients, family members, providers, educators, neighbors—everyone brings a different perspective, and all of it matters. Your feedback helps us understand what’s helping, what’s missing and what needs attention as we move forward,” Soto said. “Your participation helps us elevate local voice in this process.”

One survey is intended for individuals who have received mental health or substance use services in Placer County or their family members who provide care. This survey focuses on lived experiences and access to care. The second survey targets community members at large—including partners, service providers, educators, advocates, civic groups and any interested resident—to identify broader system strengths and priorities.

Both surveys are anonymous and require about 10–12 minutes to complete. Residents are encouraged to participate within the next two weeks and share the surveys within their networks to help ensure diverse input.

Placer County plans to keep residents informed about further steps in BHSA planning through updates on public meetings and advisory group opportunities. Additional information can be found on the Campaign for Community Wellness website.
