Placer County Board selects Correctional Healthcare Partners for inmate medical services contract

The Placer County Board of Supervisors selected Correctional Healthcare Partners, Inc. to provide inmate medical services at the county’s jail and juvenile detention facilities on May 19.

This decision is important because it affects the health care available to individuals in custody and aims to improve service delivery, oversight, and outcomes for both inmates and staff.

The board authorized an agreement with Correctional Healthcare Partners totaling $131.28 million from July 1, 2026 through June 30, 2033. The contract includes expanded onsite medical, dental, behavioral health, and specialty services for a base population of 1,000 adult inmates and juvenile wards. Nine firms submitted proposals during the competitive process before CHP was chosen as the top-ranked provider.

Under this new agreement, CHP will increase on-site staffing by 3.6 full-time equivalent positions to support physical and mental health care as well as dental services. The company plans to expand capabilities such as IV administration, suturing, seizure management, orthopedic care and monitoring of complex withdrawal cases in order to reduce off-site transports and associated costs. The contract also includes upgrades to the county’s electronic health records system with real-time dashboards for local agencies and improved coordination with the Department of Health Care Services through the CalAIM Justice Involved Reentry Initiative.

“Ensuring access to timely, high-quality healthcare for individuals in our custody is both a legal responsibility and an essential part of a safe, well-functioning correctional system,” said District 2 Supervisor and Board Chair Shanti Landon. “Today’s unanimous approval reflects our commitment to improving outcomes, strengthening oversight and supporting a provider with deep experience in this specialized field.”

Sheriff Wayne Woo said: “This agreement brings meaningful improvements for staff, inmates and our overall system. More services delivered on-site means fewer transports, better continuity of care and a stronger partnership between the provider and our local agencies.”

Correctional Healthcare Partners will assume responsibilities on July 1 after a transition period with California Forensic Medical Group (CFMG), which continues providing services until June 30. CHP has operated since 2018 in both juvenile and adult incarceration facilities across five counties; it is currently California’s second largest correctional healthcare provider with accreditation from the National Commission on Correctional Health Care. CHP has committed to achieving accreditation within eighteen months at new Placer County jail facilities.

To facilitate transition planning for staff retention during this changeover period—CHP will host a meet-and-greet event tomorrow with CFMG employees regarding job opportunities.
