Senator Roger Niello's proposed bill, Senate Bill 1413, aims to put an end to biannual clock changes and establish Permanent Standard Time as the year-round standard in California. The bill, which will be presented at the Senate Energy, Utilities, and Communications Committee hearing tomorrow, has garnered support from a multi-state coalition and is in line with a growing public sentiment against time changes.

Advocates for Permanent Standard Time argue that it better aligns with human circadian rhythms, with evidence suggesting that it is associated with fewer health risks compared to Daylight Saving Time. In a video testimony, Jay Pea, president of Save Standard Time, expressed support for the bill, emphasizing the benefits of adopting standard time year-round. Pea's testimony can be viewed at https://youtu.be/UeZqyB3-IU4.

Furthermore, Dr. Kin Yuen, a sleep medicine specialist, highlighted in a separate video testimony the health advantages of standard time, including reduced risks of heart attacks and sleep disturbances. Dr. Yuen's testimony can be accessed at https://youtu.be/GywhFlssV4c.

The Senate Energy, Utilities, and Communications Committee hearing where Senator Niello's bill will be discussed is scheduled to take place on Tuesday, April 16, 2024, starting at 9:00 a.m. The hearing will be held at Room 1200 of the 1021 O St. Building and can be livestreamed at https://www.senate.ca.gov/.
