The state of California is facing scrutiny over a $3.44 billion loan intended to address a budget shortfall largely attributed to the expansion of Medi-Cal to undocumented adults. This financial decision has sparked criticism due to its lack of transparency, with calls for public hearings to discuss and vote on the loan.

Senator Roger Niello, a Republican from Roseville, has been vocal about his concerns regarding the state's budgeting process. He criticized the closed-door approach typically employed by Democratic leaders and Governor Gavin Newsom's administration. "The completely opaque nature of the request, which says nothing about any of that, is entirely inappropriate," Niello stated.

The issue has prompted reactions from both sides of the political spectrum. Lawmakers are demanding more information on the extent of the budget problem and the factors contributing to increased costs. Senator Niello emphasized that without a budget hearing, neither lawmakers nor citizens would fully understand these issues: "There are all these issues that I’m willing to admit are part of it, but we won’t know, the citizens won’t know, unless we have a [budget] hearing on this."

Niello also commented on what he perceives as standard operating procedure by California's Democratic supermajority: “So you folks think this is news? This is standard operating budget procedure by the Democratic supermajority. They do everything in the dark.”
